The player and Green are sent off on the same journey: train a team of pokemon by exploring the Kanto region. Defeat the 8 gym leaders and earn their badges in order to take on the Elite 4 and become the Pokemon Champion. All while collecting Pokemon to complete the Pokedex. A pokemon encyclopedia created by Professor Oak.
Of course, through this journey Green is shown as always being one step ahead of the player, and will endlessly mock you for being so far behind him. Ending most confrontations with his catchphrase "smell ya later". In an optional conversation with him at the beginning of the game you can even find he tried to rush to the Pokemon League, only to be turned away for not having any badges.
Nowhere is Green's asshole nature more apparent than in your 5th battle with him (6th if you did the optional conversation at the beginning of the game). This battle in particular sees you fighting him in the Silph Co. building, which has been overtaken by Team Rocket. The battle takes place right before you take on the gangs mafioso style boss, Giovanni. He admits he waited there for you, mocking you that Team Rocket slowed you down and wants to test you before you take on Giovanni to make sure you're ready. Of course he doesn't help you take down Giovanni, leaving when you defeat him. By this point it's clear his only goal is to beat you to the Elite 4 and become the strongest trainer in the Kanto region.
And, to be fair to Green, he succeeds. He becomes the champion, of only for a brief moment before the player catches up and defeats him one last time, becoming the new champion. Green is left with a few final words from his grandpa that the reason he lost is because he didn't show his pokemon kindness and love.
Through the rest of the series it's shown that Green has changed. Somewhat. In the sequel games: Gold, Silver and Crystal it's shown that Green has become leader of Viridian City Gym. The gym once owned by Team Rocket Leader Giovanni. While it's not the title of champion, Green seems content with his role as gym leader. He shows maturity as he reflects on the eruption of the volcano on Cinnabar and the fragility of human life. Though he does still retain his cocky attitude when it comes to battling, his impatience, and that he's still a sore loser. His ego will never deflate through the coarse of the series.
Through his interactions in Pokemon Masters it's shown that he and Red have mended their relationship. While he still refers to them as rivals they are shown more as friendly rivals rather than the bitter enemies they were in the original game.
By the time you see him again in Sun and Moon he and Red have gone on a vacation to the Alola region and have teamed up with Sinnoh champion Cynthia to be leaders of the Battle Tree. Both Red and Green are much older. While it's clear that Green has gotten better about losing and is clearly more mature he still exudes the same cocky ego he's had through the entire series up to this point.
Because Green Oak is a jackass, and he always will be.
He's also fairly smart. Of course, being the grandson of the esteemed Professor Samuel Oak gives him some help in the brain power department. Growing up in a lab has exposed Green to all sorts of scientific theories. If he wasn't so set on his battling career he would most definitely follow in his grandfathers footsteps and become the next Professor Oak.
Of course Green's Pokemon are along with him for the ride, so it would be a good idea to talk about them too.

From the word go a few things are made abundantly clear: Green (or whatever the player chooses to name him) is your (The player, or in future titles: Red) childhood friend turned rival. He's impatient, he's rude, and he's cocky as fuck. Traits displayed through his first interactions with the player. Between calling his grandfather "gramps", and picking the starter who's type is more effective against yours. Right down to battling you before you can even leave the lab. build Lean

For all intents and purposes Green is an average, ordinary human being. Just like you reading this. That's not to say he's not special (because trust me, he would tell you otherwise). Being the Gym Leader of Viridian City and former champion of the Kanto region, it would be remiss to not mention Green's battling skill. He's worked very hard to get to where he is today, having trained many hours with his team. He has grown a deep enough bond with his pokemon to activate a power known as Mega Evolution.He's also fairly smart.
